Strategic Development Sites Survey

Our preferred options for future growth across the district are highlighted on the map below, reflecting local views shared in previous consultations and building on planning policy.The Local Plan needs to deliver a minimum of 16,525 new homes by 2046 and meeting this will require a large strategic allocation. Three options have been identified through the Call for Sites consultation and we would like your views as to what successful development would look like.

Barkers Farm, LarlingThis greenfield site lies on the B111 to the north of the A11 trunk road near the hamlet of Larling. The site presents an opportunity for a new mixed use development close to the Road network that could serve the Snetterton employment areas that are earmarked in this Plan for expansion.&nbsp;The Council is committed to working with the promoters of the sites and relevant statutory stakeholders to gather the evidence to determine the proposed scale and location of development can deliver growth with the necessary infrastructure required.<a href="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1717494688/Regulation_18_Preferred_Options_Local_Plan_Full_Update_June_2024_1_1_olautb.pdf#page=52" rel="noopener noreferrer" target="_blank">Read more in Chapter 5 (page 51) and tell us what successful development and outcomes would look like for this site.</a>

Dereham, southwest Robertson BarracksThe town of Dereham has been identified as a potential strategic growth area in this Local Plan with an identified group of coordinated sites around the town.&nbsp;The town lies on the A47 trunk road providing good road links to Norwich, the Norfolk Coast, the Broads and the Midlands.&nbsp;The A47 is a major route connecting Norfolk and its coast to the Midlands and has been subject to numerous improvements with an overall ambition for complete dualling, with the North-Tuddenham to Easton phase having been started.The new Local Plan presents an opportunity to consider a strategic vision and approach to addressing key infrastructure issues such as transport and congestion facing the town.&nbsp;The Council is committed to working with the promoters of the sites and relevant statutory stakeholders to gather the evidence (including a new cumulative Transport Assessment) to determine the proposed scale and location of development can deliver growth with the necessary infrastructure required. <a href="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1717494688/Regulation_18_Preferred_Options_Local_Plan_Full_Update_June_2024_1_1_olautb.pdf#page=54" rel="noopener noreferrer" target="_blank">Read more in Chapter 5 (p.54).</a>

Robertson Barracks&nbsp;(Swanton Morley Hoe and Worthing parishes)The Robertson Barracks is expected to close in 2029. Many of these will not be suitable and the next step is for the Council to identify a fair way to assess which ones to short list. We would like to hear your views on a proposed new criteria for assessing potential development sites.&nbsp;The proposed criteria &ndash; or checklist for assessing sites &ndash; considers a number of aspects such as whether it is a &lsquo;brownfield&rsquo; site i.e. previously developed land or &lsquo;greenfield&rsquo;; whether there is suitable access to roads, footpaths; the visual impact development might have on the landscape; as well as whether the site is immediately available.&nbsp;For each site, the Council proposes to indicate potential suitability against these considerations using a traffic light system (red = likely not suitable, amber = might be suitable and green = likely suitable).Assessment work still to doThe site analysis published here is an initial high-level assessment for Phase 1 of multiple phases for site selection. This concludes with an assessment of the alignment of each site to the emerging development options. Further, more detailed, site assessments will be undertaken on a smaller range of sites that will include feedback from key consultees and stakeholders on the potential constraints, impacts and infrastructure requirements of sites.
